A Newport News Special Grand Jury recommended no charges be placed in the shooting of a teenager by a security guard. Raymond Cary, 16, was in a car with several other teenagers on the night of December 10, 2005. The guard at the Mariner's Landing apartments pulled them over for playing loud music. The two struggled and police say the guard shot Cary in the neck. Police investigated and didn't place charges. Commonwealth's Attorney Howard Gwynn sent the case for review by the Grand Jury because, after reviewing the police report and witness statements, he still couldn't decide what happened. Two members of Cary's family testified before the panel in March. Cary's mother said she received a letter dated May 3 informing her of the decision. [MORE]
